It’s Stephanie Brown, a.k.a. The Spoiler from DC comics. She went on to become the fourth Robin.

When did Batgirl became an asian chick?
The new Batgirl is Cassandra Cain. She debuted in 1999 as part of the “No Man’s Land” storyline. DC has also seen fit to make her the new head of the League of Assassins for some reason. Also, she used to be mute, but they took that away too, making her into yet another generic Dragon Lady archetype.
Meh, I should start to read comics again.
She was cool before they gave her speech. Also her dialogue was easy to write.
