Either a shitty font, or some sort of Cyrillic-derived language other than Russian.

“Ñ£” is used in this, but it is not used in Russian (or any vulgar language for that matter). It is some sort of Balkan/Eastern European language, or else far eastern language that adapted to use the Cyrillic alphabet.

It’s a spoof on ancient tapestries, using the Russian equivalent of “ye olde Englishe”. The joke revolves around the guy on the right running away from LHC bumrape.
