The internet is a series of pipes AND a big truck.
If I had to guess I’d say that happened in Europe. I lived in Italy for three years and I saw shit like that all the time.

Wow. The driver of the car behind that truck wins a great big “keeps calm under duress” award if his or her undies are clean after witnessing this.
Looking at the “stop ahead” sign, the road paint, possibly the street lights, and the trailer license plate on the left that looks like a WA plate from what I can see of it, pretty sure this is US.
Sometimes, stupid bosses don’t want to pay for proper shipping, and the poor employees bare the brunt of the fallout. Worst case of an overloaded truck I know off was some company trying to ship an entire printer base (full size offset litho printer for magazines) via ONE truck instead of by train (the way they should have shipped it). The trucker got caught when he pulled into a truck stop and the weight BROKE the parking lot. The truck stop called the cops. It took six trucks to haul off what they had put on one truck. 😀
