sorry to spoil the fun but NYC code section 4-08.(2) is for making an illegal stop 4-05 relates to illegal turns; 4-06 is a speed violation (hard to tell which it is with the image resolution but the code section cited is not related to “distracting driving”)
“distracted driving” is a NY State law VTL 1225 and the maximum fine is 450 (for a third violation)
