I don’t know if you two are being serious or not, but I’ve got some time between meetings today.

There is an episode where Picard is captured by the Cardasians and tortured. One of the things they do to him is show him four lights and tell him there are five. They keep this up over and over dolling out pain to Picard every time he says there are four lights.
So, the joke is, Picard asked for an “R”. He’s saying “She forgot one…” because the third word would be “four” while the Cardasian host is saying “No, she didn’t.” because the word would be “five”.
