Not strictly true. See Gerald Ford’s pardon of Former President Nixon, who was never even indicted. But, as a practical matter, you’re not very far off base. A pardon that wasn’t very specific could be argued about in court, and possibly rejected by the courts.

he’s plenty stupid enough. the thing is he doesn’t do ANYTHING for ANYONE else if he doesn’t directly and immediately benefit.
