Now think of all the people who have to spend each paycheck as they get it (rent, bills, car payment, just enough gas to get to work and back, groceries), and then they’re out of money until their next paycheck. They cannot afford to evacuate. They might not even have the ability to get to a shelter. They are FUCKED.
