From the minimal clues in the picture, I’d guess she’s cosplaying as Asuka from Neon Genesis Evangelion.
From my external view, this, which will be better.
An Asuka that it’s not illegal and socially skeevy to be attracted to. . . one of the few things I owe thanks to the cosplay community for – as soon as they give me my overdue apologies.
