Adding goggles and/or gears and/or corsets does not automatically make it steampunk. Put some effort into it, geez.
The first picture clearly has enough steampunk.
The second picture is Kato modeling one of the items you can purchase on her website, and sometimes the picture used is only to show the item she is selling rather than to ooooooze steampunk.
