    is it or is it not fully retarded to be standing there like that as one of those things penetrates the ice? are they part of the crew? are they just in a bad place at a bad time?

    I doubt they were standing there as the sub surfaced, but they are either part of the crew or the civilian team that monitors the exercise, marks the ice for the sub, and retrieves the practice torpedo.
