    Yeah, that doesn’t look safe at all. And why is it built like that to begin with? Doesn’t appear to be surrounded by a lot of other structures.

    judging by the scaffolding and cranes i’d guess it was still under construction at the time , plus your link actually shows 2 waterparks side by side. the RCALMANA WATER PARK PROJECT is right next door
