Worked in a gas station while going to college. The number of times I saw this was pretty astounding. Never went to the extremes of this employee though. I’d usually just hit the emergency stop button, then use the all call PA button to inform the other customers that, “I have temporarily hit the all stop button. When the customer on pump 3 puts out their cigarette I will turn the pumps back on.” This would usually work as the other customers would get angry at the offender and start yelling and threatening them.
