Ah, so now I’m the “Truly Ignorant One”? Let’s throw a few facts out to hopefully dampen your overly emotional rantings.
One, if you call 911 (assuming your in the US, other Nations differ) and are incoherent, you WILL get a response. If you’re on a Land Line, the Operator has your location thanks to your Service Provider. If you’re calling on a Cell, unless you’ve turned off the GPS Location Detection (in which case you deserve to die) the Operators will AGAIN know your location. Either way, you WILL get help.
Two, if you’re an Insulin Dependent Diabetic (which is about the ONLY way you’re going to go into Hypoglycemic Shock and know to deal with it), you would know that Red Bull is about the LAST thing you’d use for treatment. WAY too much Sugar and Caffeine only makes things worse. A slice of bread, a few crackers or one and a half Life Savers is the right amount of Carbohydrate. You got Diabetics in your family? I do in mine. Maybe he FORGOT his Insulin? Not seeing the signs, constant swallowing from the dry mouth or panting, course we can’t smell his breath in a .GIF now can we?
Very, VERY few people (10 to 15 a year) die from either type of Diabetic Shock (did you even know there were two types, and that BOTH can make you look drunk) although many times that are treated for it in Emergency Rooms. On the other hand, a Thousand times that number die due to Drunk Drivers. So I’d play the odds and be a “fucking ass” such as the guy who got close enough to smell his breath and get his keys.

I’ve actually helped a woman going through insulin shock. There was no dry mouth. Nothing like you described. Everyone else passed her because they assumed she was drunk. It was exactly how she was acting.

Have you ever dialed 911? Well first you may likely get put on hold. Yup. Then if you're not coherent they may just hang up. No 911 operator traces a fucking GPS of a cell phone and even if they did do you have any clue how massively broad those locations are or how many hours it would take before the cops actually even thought about looking into it?
