He assaulted the cop. It is illegal to lightly touch an officer of the law. And, in a riot situation- the cop is going to be very high strung. Dude was lucky they didn’t give him a Rodney King beat-down.

The cop is wearing full tactical riot body armor- and he isn’t wearing a gas mask. And, after he shoots him, no gas appears. So, I suspect the gun was filled with a sand bag charge.
Except at that range, it’s 99% lethal even with a “non-lethal” round.
He seemed to run away pretty quickly for someone who, according to you has almost no chance of surviving
He could die from trauma, doesn’t necessarily have to be right away. It’s not a penetrating wound.
