In Texas that would be something costing between 6.15 and 6.16, depending on how registers round things. (6.657 and 6.668 respectively)

Is Texas one of those places that doesn’t incorporate the tax into the price on the label?

It depends on where you are. Sporting arenas and things of similar nature typically do put it into the labeled cost.
However, because our groceries are tax-free, most items in most stores are not labeled tax-included, regardless of whether they sell groceries.
