My guess is that the cup is full of hot water, not any kind of serious solvent.
The poster probably meant to type ‘Gallium’ which is a metal that dissolves at a little over room temperature. Who got around to making a teaspoon out of it is anyone’s guess though.

If you want to check out a cool metal you should check out videos of Caesium, it explodes when it comes in contact with water
