It’s too noisy. A flag is constantly in motion, this thing would blind people.

Simplify the eye into a stencil styled single glyph, swap the black to a darker blue, swap the blue stripes for white and extend both stripes into the areas remaining to the right of the eye and its roundel. I advise that the topmost and bottom-most ‘vision rays’ of the eye flow naturally from the shape of the rounded tangentially.

I’m not sure white rays will work next to yellow rays, but I’ll play around with it –thanks for the in-depth response.
