Those are distortions in the viscous fluid that fills the eyeball, cells that have sloughed off the inner eyeball membrane, or – more commonly – bacteria inside the eyeball fluid.

If memory serves, they are the remnants of the microscopic veins that used to be in eye, they break apart, but never fully dissolve.
