actually the real problem is that nato doesn’t work.

Nato is just an aged institution with no clear goal now. It used to fight the USSR and was supposed to be disbanded, and now with no clear goal it meddles in other peoples business in an effort to appear relevant in today’s world, which it is not. So to recap -it doesn’t work, and if it did work it would have nothing to do.
