This appears to have been taken outside Bridge City, TX. Possibly after hurricane Rita or Ike?

It’s the Charleston Harbor in Charleston, SC. The two bridges behind the new large one are now gone except for a single set of concrete pylons on the Charleston side of the river. The Charleston Air Force Base is home to large C-17 and A-10 squadrons.
