I think that is a two part question…
No, Chinooks do not float. a) They weigh 23,400 lb (11.7 tons) empty b) That’s a giant helicopter used for transport, not a ship.
Yes, this is on purpose. It’s a water insertion for Navy Seals and Marines. So that they can go in unseen to the enemy and be complete badasses.

Pretty nifty, but if my memory serves me correct, helicopters don’t hit ground resonance over water as it is not a uniform surface, so the risk of breaking apart isn’t as great as a prolonged ground level hover on land.
