This looks like Norway (home of the fjord). This is probably in a fjord and that could mean that the shore is extremely steep (and deep).

A ship like that needs about 30′ – from the looks of the terrain the water could be several hundred feet there assuming the shore pitches down as steep as the mountains in the background.
