Out of the 4 turtles, Leonardo and Raphael make a big deal out of everything.* You should have seen the forum arguments after their fight in the 2007 movie.

This is actually very well animated.
Traditional animation is very difficult to do, and even more difficult to do well. This was obviously done by someone with substantial talent.
