I believe the second sight is some sort of magnification scope, which allows you to use the holographic sight at longer range.
Eotech actually makes some models that have a flip-out magnifier for that purpose.

No, there’s no paralex with aimpoint/ Ecotech. You can mount them as far ahead as you like.
