We have a lot of oil real close to shore. People dont want to go to the beach and see an oil derrick. So further out they go.
Personally I think TOKAMAKs are the answer, once the science gets there.

2 billion is a baseline. I’ve been leaning more towards 4 billion lately.
You could kill 2 billion in China and India and the rest of the world wouldn’t even know it.
