there are worse things to have a dungeon made out of, and after looking at it for a bit, it seems to be that pink insulation stuff you can find in your basement’s ceiling or in your attic. Only it got wet… big time.

Looks like a crawl space under a building, and the Owens pink fiberglass insulation is wet and falling down onto the black plastic, which is code to reduce or eliminate condensation.

It looks a alot like the crawl space of my old house. I found out the hard way after a week of rain that my lot was the lowest point in my neighborhood.
