People do that where I walk my dog all the time. Its so if the parks people come to give them a ticket for having the dog off leash they think they can just say that they just dropped it.
Its really annoying. Also incorrect (they still get the 300$ ticket anyway). But hey… maybe now they can say “Obama does it” and everything will be forgiven.
I guess if the gimps on here are park workers that could actually work out.
