They are, but I always felt that they were just stand-ins for Romulans when the writers had set the political climate such that Romulans couldn’t be used as the bad guys this week. Cardassians really only made their way when DS9 started using them.

True, but they lacked originality, romulans are the best spies. Writers couldn’t create a new caracteristics for them and demoted the romulans…

Maybe they were, but In thought that TNG did a good job interducint them. No one was really surprised when they went to war. I thought they were compelling, and DS9 (my fav. series) did an excellent job fleshing them out.
I also like the fact that they actually lost; for legitimate reasons; no because a SMALL, under-crewed; miraculously never damaged SCIENCE SHIP made the Borg -which were the most powerful villeins ever, (except the Q). Into totally lame my – a crippled 5 year old could have destroyed them w/o her morning coco – set of p8ssys
