I think it’s just making sure that they’ll penalize you for sleeping with someone under 16 while you are overseas, regardless of the laws of the country where they do it. The sex trade in parts of southeast Asia are pretty scary. I imagine there might be reasons why these are posted.

Correction: a closer reading will reveal that they’ll only penalize you for PAYING to sleep with someone under 16 while you are overseas. I.e. they can still harvest minors, they just can’t pay to do so.
