This is a version of special effects during the 1940’s.
During World War II the Army Corps of Engineers needed to hide the Lockheed Burbank Aircraft Plant to protect it from a possible Japanese air attack. They covered it with camouflage netting to make it look like a rural subdivision from the air.

No, of course they couldn’t. There were no internets, and I’m sure the government had its hands on exported products and such to ensure people didn’t send out too many maps that showed it correctly or some shit like that.
Plus spy planes weren’t really all that advanced at that point.

They researched Pearl Harbor before bombing the shit out of it therefore they could have done the same thing if they decided to invade the mainland.
