I`ve seen mention of this,but can`t find much info about it at all.Is it being proposed that new airframes are to be manufactured or just conversions of existing ones?

Newtech lighter frames. Noticed the completely new vertical fins?
Upgrades were not practical. Have you heard about a F-15D crash on the last Red Flag? Some sites say that was determined that was structural failure eary than spected, due the extensive use of the planes. Also detected in other planes.
