Sinbad’s story. I think this may be a shot of Sinbad perched on a gun of the Coast Guard Cutter Campbell. Why the swastika emblems? Hell if I know.

The Nazi flags probably indicate how many planes, boats, or whatever the gun has taken out or destroyed. Kind of how they painted Nazi flags or Rising Suns on the fighter planes to indicate the number of targets destroyed.
