personally, I feel that the springs give him an unfair advantage, and he shouldn’t complete with non-cyborg runners.

I am of a similar belief. Perhaps we can start a newsletter advocating the removal of cyborgs from professional sports?

I am happy that he can be self sufficiently mobile; but, I definitely concur about participation in contests with an artificial advantage.
