Hrm. Skirts that height weren’t particularly accepted at that time in history… and that really does not look like a woman. I can’t help but wonder if that isn’t a lame looking kilt…

But I googled it more and found other images to support this being a lady in a skirt way shorter than accepted at the time.
But from what I found, she was a private employee for a chemical company, so perhaps that’s why.
