In college, I saw a slide of that face that was lit in such a way as to make it look twice as maniacal as it does here (similar to the second pic). Freaked me out so good that I went & found a tiny reproduction of it in the school library and zoomed it up on the xerox so many times that the final product looked positively psychotic.
Used it as a kind of signature for many years.

My flight-of-fancy guess: a WWII-era (judging from the clothes & photo quality) souvenir,
from a GI dad who (judging from the kid) had some serious PTSD.
Prolly just a drilled-out dummy or casting from a surplus store…I hope.
