My granpa has a tractor similar to that one, drove it a couple of times when I was younger. Lots of fun, but the clutch is a huge bitch.
Oh, and that is definitely Romania. Tractors are generally found on the beach late at night or in the very very morning dragging something that looks like a plow to cycle the sand. The most probable thing is that the water was full of algae and they were mobilizing the tractors to load them up and clean the shore.
Romanian beaches are quite dirty unfortunately.
