It’s a camera. Could be a digital one and the photographer looking down at the LCD screen.

Could be hair. Chances are she (I’m guessing the photographer is a she) is leaning over to get a photo of that button, so it would make sense for her hair to dangle down like that.

from that shadow it looks like a battle droid took that picture
