I think you would need the mirror to see the train coming up from behind you…this appears to be a car for riding on train tracks. Note the two smaller wheels just behind and below the larger wheel in back. Those look like they are for keeping the car on a set of tracks.

I remember seeing a contest somewhere about making rail cars… where people make rail car contraptions and race them on an abandoned rail line out in California.

The little wheels are only on one side. I’d say it’s remains of whatever that thing used to be before it was made a vehicle.
