There is a legal loophole that might allow Arnold to be become President. But it requires the US to annex Austria and make it a state.
Or you could just have 5 Supreme Court justices ignore the Constitution. That’s happened before.
Or the Supreme Court could make a ruling and the executive branch just ignores it. That’s happened before, too.
