She doesn't look like she's fat (no rolls, costume isn't being stretched to it's limits, etc), but that bikini bottom plus the thigh high boots and angle of her pose draw your eye to the heavier part of her body. If she had on boy shorts/hot pants/booty cutters rather than that bikini bottom, and some better make up, she'd probably look better in the picture.
