   It’s called Cho mai (the cutting off of the opponent’s weapon hand). Cho mai is (usually) done to show ones skill in combat, or to show honor to the other combatant.

   He may have cheated and cut off the hand after he delivered that lethal chest wound. The severed hand is suspiciously close to the arm.
