Is the black hose in the last 2 pictures the line into the house? (that brings cool air in)

It looks like an external condenser…like you’d find on normal central air installs.

It seems kind of half-assed that they just knocked a hole in the brickwork to run the lines in but then never installed a plate or anything to cover the hole. Points for risking their lives to install the thing, though.

That looks more like a dehumidifier, making it’s purpose to remove water from the inside, and condense it outside.
Like an inverted air conditioner.

Nope. That’s a compressor for a split air conditioning system. You need two hoses, high and low pressure, for the coolant.
