When it goes from “Easy” to “Expert” or whatever the highest difficulty setting is called, then I will be impressed.

Stars are based on the score point value compared to a set of unlisted score thresholds. They are completely unrelated to the % of notes hit.
It’s just as damn near impossible to get 5 stars on easy as it is to get 100% Notes Hit on Expert.
