Red Alert 2, if I’m not mistaken. Those blimps were very powerful, but hindered by their speed.

use crazy ivans to strap bombs onto terror drones, and have them go hug some buildings. they’re too fast for enemy defenses, and with enough of them you can easily soften up any base.
