It is probably a female moose. Animals like moose and deer need to be harvested or the populations become too large for the habitat to sustain them. Areas that have banned deer hunting frequently experience numerous deadly encounters between humans, deer, and automobiles. It is not uncommon for the road kill rate of the herd to exceed the annual quotas when harvesting is allowed.
