Let us presume the photographer was about to take a picture of the prom couple. If the photographer saw the person in the window, but did not identify him, would he have just taken the picture? Doubtful. He would have asked who the voyeur was and asked him to leave if he had no business being there. If he identified the guy as a friend or acquaintance, he would have likely stopped to ask hi why he was peeking in, had a short conversation, perhaps, and then taken the picture after the guy left or from such an angle that he would not be visible. In any case, the guy would not be in the picture. Therefore, the presumption was wrong; the photographer indeed did intend to take a picture of the prom couple AND the “voyeur”.

I will now venture deeper into speculation. Perhaps the picture was staged, and all four were in on it. But what if the couple didn’t know, and the person who took the photograph had plotted with the guy in the window?

Note that the prom couple doesn’t look surprised or confused. I mean, I would, if somebody supposed to take my picture from a few yards away had his aim off by two feet.

Based on this logic, I say either all four were in on it, or they just had a lucky cameraman presented with a spontaneously humorous situation. He also had the quick wit not to reveal the presence of the “voyeur” through his own actions, and was speedy enough to turn the camera left and snap the (well-aimed, non-blurry) shot before the expressions on the couple’s faces changed.

I leave determining the odds as an exercise for the reader.
