He probably ought to be using filtered water, but that is, in fact, how you wash computer components. Hell, you can throw them in the dishwasher, just don’t use any detergent.
Water only = bad if there’s electricity. When that mother board dries it’ll be fine.

Unfortunately this is a perfectly acceptable way to clean a board. The guy even took the CMOS battery out. Might be amusing to the uneducated, but those that know, know.
